Edward J. Heiden, Ph.D.

As president of Heiden Associates for the past twenty-four years, Dr. Heiden has conducted a large number of trade regulation and industry studies, as well as economic impact studies on health, safety, and environmental regulatory issues for private and government clients. Dr. Heiden has testified frequently in antitrust and product liability cases. He has appeared as an expert witness before a number of U.S. District Courts and State Courts, the U.S. Court of Claims, and the U.S. Court of International Trade. He has also appeared in proceedings before the Consumer Product Safety Commission, the Occupational Safety and Health Administration, the California Air Resources Board, and the U.S. Congress.

Prior to becoming a consultant, Dr. Heiden held a number of senior positions in the federal government. He served as Director and Chief Economist of Policy Planning and Evaluation for the Federal Trade Commission, where he had primary responsibility for assessing the economic impact and cost of many of the FTC's most significant antitrust and consumer protection cases and projects; Director of Strategic Planning (Chief Planning Economist) at the Consumer Product Safety Commission; and Director of Economic Planning at the White House Office of Consumer Affairs.

Dr. Heiden has published widely on diverse topics, including risk and hazard analysis for consumer products, health and safety databases, the impact of regulation on chemical industry costs and innovation, conglomerate mergers, drug industry innovation, regulatory delay, microeconomic antitrust models and databases, and the application of programming models to management strategy problems.

He is the recipient of the Federal Trade Commission’s Distinguished Service Award, the agency’s highest professional honor, and was a Woodrow Wilson scholar at Harvard University. He is a member of the American Economic Association, American Statistical Association, and International Consumer Product Health and Safety Organization.

Dr. Heiden received his Ph.D. in Economics from Washington University, specializing in industrial organization. Dr. Heiden was a member of the economics faculty at the University of Wisconsin (Madison), where he was also Director of the Center for Research in Firm and Market Behavior and taught graduate and undergraduate courses.
